RATS is the organization behind the ROSE X.25 Packet Switch and other projects. I was very active with this group when I lived in New York. (If I understand correctly, most ROSE Switch operators have switched to FlexNet, see below.) 

FlexNet Home Page
FlexNet combines the best aspects of TheNET and ROSE while eliminating most of their deficiencies. While mainly used in Europe, FlexNet is catching on in the US.

WinAPRS and MacAPRS
Mac and Windows versions of APRS� developed by Keith Sproul, WU2Z, and Mark Sproul, KB2ICI.
